Technical assistance to project management - New Blaise Diagne international Airport
ADP Ingénierie brought its expertise in assistance to project management for Greenfield airports.
AIBD S.A. is a Senegalese public company in charge of the construction and the management of the Blaise Diagne International Airport in Dakar. AIBD is the contracting authority of the project and became an asset manager during the operations phase.
Dakar new airport, in Diass, 47km South East of Dakar, has replaced the actual Léopold-Sédar-Senghor International Airport (Daka Yoff). The airport has a starting capacity of 3 MPPA and 50,000 T of freight and includes a 42,000 sq.m passenger terminal, a 3,500m long runway, a control tower, a freight terminal, a presidential pavilion, a Hajj terminal and multiple additional infrastructures (weather service, SSLIA, police station, constraint housing, MRO warehouses, etc.).
Due to the importance of this operation, the contracting authority, partnered with ADP Ingénierie following a tender process in order to strenghthen its capacities during the end of the construction phase and during the commissioning of the airport.
ADP Ingénierie's mission aimed at strenghthening the expertise of the contracting authority with the help of an expert sent on the premises to ensure steering of the project and the restructuring of his contractual and financial commitments regarding the main contractors and lessors.
The pursued objectives were:
- Give a better monitoring of the project providing a better control on costs, delais and quality ;
- Ensure a supervision on the studies and works progresses ;
- Prepare and drive the transition between the existing and the future airport ;
- Produce regular reports following up the technical aspect of the project and its set up, in accordance with AIBD S.A. commitments to their lessors.
